Haji Isam was born in Jolo, Sulu, Philippines, in 1933. He belonged to the Tausug ethnic group, an indigenous Muslim community in the southern Philippines. Political Career

Haji Isam's political career began in the 1960s when he was elected as a member of the Cotabato City Council. He quickly rose through the ranks and was eventually appointed as Mayor in 1971. During his tenure, he implemented significant reforms to improve the city's infrastructure, education, and healthcare systems.

In the 1980s, Haji Isam played a crucial role in the peace negotiations between the Philippine government and the Moro National Liberation Front (MNLF), a Muslim separatist group. His efforts contributed to the signing of the Tripoli Agreement in 1976, which granted the MNLF autonomy over the southern Philippines.

Leadership in the Muslim Community

Aside from his political achievements, Haji Isam is also known for his leadership in the Muslim community. He served as the Chairman of the United Muslim Council of the Philippines and was a key figure in establishing the National Commission on Muslim Filipinos.
